On April 25, 2025, the Association of State Drinking Water Administrators (ASDWA) and the Environmental Council of the States (ECOS) hosted a national webinar highlighting real-world examples of pitcher filter distribution programs aimed at reducing lead exposure in drinking water.
With support from the Protect Kids from Lead Coalition, this conversation brought together state and local leaders to share practical lessons and emerging best practices from the field.

- Cook County, IL: Kera Beskin, Chief Operating Officer at the Cook County Department of Public Health, discussed their innovative filter voucher program targeted at Medicaid-eligible households.
- Texas Commission on Environmental Quality (TCEQ): Shannon Evanchec (TruePani Inc.) and Claire Carlton (TCEQ) detailed Texas’s voluntary lead testing program for schools and childcare facilities, including how the state supports mitigation when lead is detected.
The webinar offered actionable insights on how filters can be deployed as part of broader lead mitigation strategies—particularly in settings where full lead service line replacement may take time.
